It is not just the UCI, but the Tour that wanted them out. Funny the UCI and TOUR are on the same page here.

AFLD have had a huge funding cut and wouldn't be capable of fulfilling a proper partnership. Doesn't stop them from testing on their own turf though. And why would WADA be a 'better' i.e. more malleable partner? Or does Fat Pat assume that, because they made nice noises about the passport, they aren't going to do their job properly?
