This passage suggests that the riders national federation had to act first. But CONI didn't sem to feel that way.
And if UCI was actually holding back on penalizing , why would WADA join them in the suit?
And didn't UCI act unilaterally on Vinokerov and the other K guy when their national fed wouldn't? What's the difference between Kazahkstan and Spain?

Taking a moment, I think I can answer my own question; Vino and Kashechkin tested positive, while Valverde hasn't, I guess. Right?
Still, why do they have to wait for the Spanish fed? They have the documentation and presumably are not subject to the Spanish judge's requirement of the Spanish federation not to use the Puerto documents to discipline Spanish riders.
