Tulsa Tough according to their promotion is a 3 day Cycling Festival. There are criterium races Friday Evening, Saturday and Sunday, each day on different courses, all near Downtown Tulsa. The "one to go" stuff refers to the announcer, Dave Towle, cry on the bell lap of each race. He does a lot of races including the Tour of California. Being able to keep a steady stream of the "one to go" call going until the entire peloton has gone by is his trademark.
In addition to the races, there is a Grand Fondo on Saturday and Sunday with chip timed rides distance of (in miles) 127, 109, 68, 40 & 24 on Saturday and 104, 63, & 35 on Sunday.
I've looked for some clips of the insanity that is "Cry Baby Hill", but the group that was up there probably hasn't sobered up enough to post yet. There is stuff from previous years, but it was more crowded than ever this year. Think of a 200 meter section of the crowd from L'Alpe d'Huez, but close enough to a convenience store that they can restock beer all day.
