Organizers of the proposed 2,200-mile Tour of America have postponed their inaugural event until fall 2009.
I seriously doubt this concept will ever gain much traction. Regardless of wanting to put a race through major American cities...nothing is going down w/o sponsors...and up to this point no one has heard one name get dropped to fill that void.

Hopefully the delay until 2009 will provide the opportunity for them to find some big hitting sponsors. The idea is good, and there. Hopefully the money will be to.

Perhaps when the UCI and ASO split is formalized, the Tour of America and the Tour of China will become the flag-ship events of the new Verbruggen, er, sorry, World Pro Tour...

Cycling will continue to expand outside of Europe. You saw the first PT race outside the continent this year. As long as people keep trying, it will happen at some point.
I look forward to a ToA at some point. I think they should balance the grand vision with a race that is manageable and rideable.
But, hakka is right - sponsors are the key. $$$ and they will ride.

In the same time, football is planning to developp in China and Asia in 5 or 10 years because they are saying it's not enough ready.
If McQuaid think it's already good for cyclism, he has probably better advisors than UEFA or FIFA!
